On feeling so worried, 2 days ago I asked my manager directly if there is going to be a layoff in the team. But he just said no comments and changed the conversation topic. He is a very nice & helpful person and I did not expect such a reply from him. May be they have been told not to answer this question. Correct ?

At our HR meetings, they say all of Cisco will be LR. All functions will be mounted on VMs in the cloud.

As a manager, you are allowed to say nothing. If you give early warning to someone being affected, you can be fired for cause. HR is very serious about this fact.
That being said, many managers will tell their trusted employees "you're safe". Now, NOT being told you're safe doesn't not mean you ARE getting cut. I've been through 8 of these and about half the time I found out I was safe in advance and the other half I found out I was safe on the day of the layoff.
I asked my manager about layoffs in Jan. He said he hadn't heard anything. A week later he LR'd me. I'm sure they're told to keep their mouths shut. If they drink the Kool-Aid, they do.
Agree, don't assume the Managers are any more safe. Many of them will get hit as well.
Nice to see some of them getting the balls to be honest.
Of course managers are told that they cannot confirm or deny anything if they have certainty about a layoff.

I asked too my manager and he too just gave a lame indirect answer without answering what I asked.my friend in other BU also got the same reply from his manager. I think they should give at least give a hint to the employees who are going so they can start preparing accordingly.
I asking manager today. They try to rush me for to finish ERD in next 2 days. This mean I have work weekend but I not going to until I know!
During our last team meeting our boss flat out told us that he's cutting 30% of us.
Maybe your manager knows that he is going to be impacted. Have seen some managers pushing their daily routines to others and simply disappearing from the office.
I'm being forced to cut 15% of my team. HR instructed me to give them a dead end project & the scrum on the 18th will be the exit interview.
