Pension question about segment rates

I talked with one agent about filing papers for the Chevron pension. The first date I am eligible for is August 1st. He told me that I should wait until Oct. 01 because the segment rates used in calculations had gone down. I tried using the retirement estimator online at H2R to determine how significant the impact might be. It gave an error message saying that any request I tried was "too complex" and I would have to call an agent. I did so the next day and was told this tool would not work for me now that I was already 65, and that there was no option for me to wait and take advantage of the newer segment rates for the same reason, my age. Which agent was correct? I cannot find any documentation about this despite being told by the second agent that it was in the retirement package FAQs

Agent is correct. You could wait if you like and collect pension retroactively with 4.5% interest. But you will have to collect it before you reach 70.5 age
