Sounds like a master plan from a complete imbecile. The only plan she must have is to shut down sites in Europe. Put the main R&D in the US. With cheap labor from China and India.

Europe sUxxxs for dynamic innovative companies.
The labor laws are so stacked against business that all relevant R&D is done in the US. Because of this, the best and brightest Europeans come to America. It's a viscous cycle for Europe and a virtuous one for America.
Problem is these are not cheap countries anymore
