Why did they not purge the names of all those who left the company from the system, even 3 months later?

The manual process in Outlook is like hitting the refresh button on a webpage. It immediately makes things more current than to wait for the automatic process to happen. Unsure how often the automatic process happens....
Here, I just googled it for you, Says this is for Outlook 2007, thinking a similar process would work for other versions. This will get you the drift:

In the Tools menu, point to Send/Receive, and then click Download Address Book.

In the Offline Address Book dialog box, make sure that the Download changes since last Send/Receive check box is checked.

Click OK.

Your Outlook Global Address book is now up-to-date.
If I recall, it takes awhile.
@J1x6MWm-xrl. HR records have nothing to do with ACT cleanup. Every employee is in CDIS whether they are active, on redeployment, termed or retired. It is the system of record for HR, not really like an 'employee directory.' See jxg's answer.
Everyone ever hired will remain in CDIS, Geni, and various other databases. They don't show up as Active (or shouldn't), those no longer with the company from the date it started are there as Termed or whatever.
As for the phone directory.... eventually it won't show those that left the company. There is a way to manually get Outlook GAL (Global Access List) to stop showing those people and it's to manually run something in Outlook. I forget what/where it is (no longer have Outlook) but I remember being told that when I inquired why so and so was still listed, even though they had left months prior. The manual kick in the butt worked and they were no longer listed once I did that. Guessing that's the same for you @OP.
They left a mess behind that's why. They (ACT people) own assets, files, are admins of things, the list goes on. Wasn't properly taken care of when they left. Still a mess.
Wrong "J1x6MWm-cjm", those who left the company are not part of the active directory normally. In this case, they continue to exist. You lack the basic curiosity to wonder why. Mother Intel never does anything that does not make $ense.
Hey dumb @$$, CDIS database maintains everyone since the beginning of Intel. That why Intel can black list the people who earned to much and had to much age. BK is a pile of $hit!
