People will just continue to go to work and do nothing useful. Send out some emails, schedule a bunch of conference calls and 1:1s to seem busy...
There was a little-publicized series of sit-down strikes at Chengdu about 6 years ago. It didn't work.
Won't happen since 1/2 of intel employees are on work visas.
