While I agree cop is in a death spiral, no, it will not go out of business next week or next month--there is no possible way you know if future people will not get severance.

Who said "Future layoffs won't get severance."? You don't know jack. More importantly, I'd worry more about future under-funding of the pension plan, such that lump sum distributions will not be an option.
