France and Germany are up sh-- creek with almost no oil or gas reserves. The pay to import all hydrocarbon energy so they would love to make the rest of the world play at same disadvantage level! The problem is now that we have abundant oil and gas availability the price will remain at a very reasonable level which will kill alternative energy sources at least for the near future unless we let a couple of countries mandate and force them up on the others.
All the models for the adoption of electric cars show a slow rate of adoption over decades - they are wrong:
public policy supports the end of the oil age
nobody likes oil companies because of how they treat people, their business partners, or the countires they work in
initial forecasts under estimate adoption for new technologg
the current low prices are setting up the next cycle of high prices which will be popped by lack of demand for oil due to substitution
major oil producers recognis that there is no longer value in having oil in the ground
In ten years time we will look back and say that this was the inflection point ...
Germany has very little oil and gas they have to buy any import it almost everything so I can understand their position. They are at an extreme disadvantage in oil and gas powered world!

You forget what generates the electricity to charge up those cars. By the way, Germany also is doing away with nuclear energy...and we all know how ineffective wind/solar is at attempting to match the output of other means of energy production.
