We do forced rankings every year so what is the point of giving someone a "high pot" flag if they are getting 3s and 4s every year versus someone getting 1s and 2s. It seems redundant and vulnerable to cronyism if abused.

It's an attempt to justify the blatant and pervasive nepotism...
The best jobs go to high pots who are magically identified in the first three years of their career. As long as they don't disagree or speak their minds then they are on your way. If you have to ask if you are a high pot - then you're not.

there high pot program is a reason for managers to find a betch, make him/her tilt their head back and unhinge their jaw, in order to proceed with unleashing unabated flows of molten diarrhetic sh_t down their throats.

It is an effort to filter and fast-track potential management at each next-level, who need the HR system differentiation to get moved into transient target roles. I have rarely heard common workers compare themselves against their peers by salary grade, as supervisors often do, rather for regular staff it is usually by experience, expertise, or competency.
Ummm...little flaw in your explanation. High pots never get 4 ratings and they rarely get 3's. High pots are identified so the company can spend their time and effort giving them the best ratings and the best opportunities so they can get more of the best ratings, more promotions and more money. All so "the best talent" is developed and engaged and doesn't want to leave. And all at the expense of high performing talent that gets a little piece of the pie but no where near enough recognition. And don't get me started on how fast high pots are moved on to the next opportunity...long before the results of their decisions are visible and long before the high performers who remain are left behind to clean up their mistakes. The HP program is just another way to spend too much money because it is completely mismanaged. Just ask Mr. Cost...oh wait, he is one so he saw no reason to revamp that one!!
It certainly appears to do away with any fairness in the ranking system doesn't it!
