Any idea when they will open up being able to transfer and new positions? I kind of would like out of my department

I would transfer out of the company!!!
If you're not moving as part of the reorg you're not on the management fast track.
Sit tight in your current position - moves will happen in 2 years or so
Haha career express. Right. Apply apply try to express interest to hiring manager and at best get a form letter rejection or sometimes ignored entirely even as an internal candidate. No better than the last call I got from halfway around the world that was routed through New Jersey

Look, you,ve got to fight for everything now. I don't recommend making an ultimatum, it is not going to work very often and may cause irreparable damage. But if you want a transfer you are going to have to work it from every angle.
