Rumor has it that SIS is to be spun off or sold off, which I assume means the software part. What about all the other scientists and engineers in SIS? Will they go back to their PL's and will the PL's be willing to accept the increased headcount?

I don't understand why they would want to sell off product lines that are unprofitable, difficult to maintain, impossible to improve, poorly-understood by the sales team, and universally despised by the users.
