Here is my proposal:

Hire a 3rd party company to evaluate to each individual and their contribuitions.

Engineers will no hands on or with lack of wireless background gone.

Directors which are not actually working on something gone also.

Hire only technical managers and directors which get involved in projects up to the bench level.

evaluate each group by ethnicity and modify and / or change if all or most follow a ethnic group.

evaluate relashionships between directors, managers and senior staff members to find out how do they end up on those roles and their personal relationship.
-
wipe completely HR and ER and hire a new group.
