Qualcomm firing/hiring policy has always been to bring over new H-1Bs on regular basis and to remove bottom 5% of American workforce thru phone PIPs (performance improvement process) ; and repeat same process over and over. That way they keep new fresh and cheaper blood coming in.

They are sending people to India to train new hires for the jobs that were just ended in San Diego.
Why would Qualcomm give up on cheap labor..
