I've been with the IBM Digital Business Group for a year now - I am, as of last Fall 100% remote, I know many who have the same arraignment.
Anyhow, last week I was contacted by my manager and explicitly told that I have 30 days to move to a co-location sites, several location options. I believe (this was not discussed) that I'd be terminated if I was not to accept it, therefore no layoff and no severance.

Everyone should call their representatives in congress at 202-224-3121 (they will direct you to the right one based on your zip code) and let them know about this co-location scam to get rid of US workers. You just leave a voice mail, it's pretty fast and easy to do.
Honeywell did the same thing back in November 2016.
