Intel and QCOM have an obsession with the PhD designation. It's good and I respect this knowing how both companies started (PhDs were founders). However, unless we are talking about Indian state schools, an overwhelming majority of Indian PhD degrees awarded by Indian non-state schools are pure junk due to lack of rigorously followed and enforced standards. For every degree here, you should deduct one level, e.g. a Masters degree should be regarded as a BS/BA, PhD as a Masters etc. I currently have a guy working for me, a great guy but a below average performer - he has a MS from an Indian school but his written communication is probably a 5th grade level or so... It's sad...

A majority of H-1B workers employed by Apple, Microsoft and IBM didn’t hold higher than a bachelor’s degree."
