I keep seeing the bottom 15% or 20% of reps will be let go, but is this for district? Region? and based off what time period? does anybody know?

I don't know if they will take tenure into account. Personally was a 200% to quota in my first month, guaranteed was never gonna cut it for me. Now, I have been laid off before by Verizon when they closed my store overnight and sold it to an indirect. The store wasn't even bottom 20% and had 3 out of the top 5 performers in the district. We got canned regardless and were told to find other jobs within the company or gtfo.
Depending on geography and how far apart your stores are will be how it is based. If you don't have a store within 30+ miles it will be based off the bottom performers in your store. Otherwise in markets where there are a bunch of stores they will eliminate the bottom 20% and then move people around. In theory a whole stores staff can be let go and they'll bring in people from other stores. Keep in mind a large reason they'll eliminate RSS is some managers will be allowed to step down and you have to make room for them.
Severance is two weeks for every year of service.
