They are doing co-location and reversing some WFH policy.
It's interesting to see layoff are happening before the h1b visa lottery. I guess ibm has reserved estimated headcount coming via h1b.
A forced retirement does not count as a layoff probably
No doubt the real number was much higher.
Standard procedure these days is to report a significantly lower number.
