There is no chance it will happen in July. Best estimate from accreditors/DOE would be October (at the earliest). While EDMC is moving to realign accreditation (most of that has been completed) the more complex issue (outside of DOE) is the addition of some ACICS schools to a regional accreditor. ACICS schools are still under a show cause from ACICS and that will delay the change in accreditors (not that it won't happen, but just not quickly).
I would think that the longer the future of these schools are in limbo, the less likely the schools will be able to attract new students. Finalizing the sale as soon as possible would ease the minds of the staff and current students.
