I hear that layoffs will happen when projects are canceled. So that implies technical people working on the projects will be let go. How about non-technical folks like HR or Finance? They aren't tied to a particular project. Are their jobs secure? And what about IT folks?

Agreed - no one is safe, especially anyone who doesn't work in one of the main campuses. Making people move from smaller sites to a main one (or leave) will be a way to reduce headcount and ensure that Intel is even more insular and less customer-centric than it is today.
There will be non-technical layoffs (as a result of project cancellations and/ or reorganizations) within both HR and Finance. As someone mentioned Freelance Nation (HR) was/is one of those. And there are more in the works in both organizations (HR and Finance) although timing is not yet clear.
I know groups under HR which were cut already this year. The Freelance Nation for instance.
Yes, anything is up for grabs. There were plenty of PMs, finance and assistants who were cut with NDG. I don't see how anyone would feel safe in this climate.
