Yes, most of the commitments to the French government and EU end 3 years after merger completion. There will be much downsizing in Europe when 3 years is over. ALSTOM was a bankrupt company with way too many employees for the amount of business they brought in. This imbalance will be corrected as soon as legally possible.
They are notifying the local work councils for actions to be taken in 2018. The deal states that they can cut French jobs 3 years after consummation (late 2015).
@blj I was under the same impression, I am puzzled how easily they cut people in France - it's usually very hard - let's see if we can get more updates here...

I thought they can't layoff anyone in France this year?
