Is that even negotiable for RSUs if you're laid off within 30 days from the vesting date?

Just tell HR you'd like accelerated vesting. I'm sure they'll do whatever they can to help you out.
Your innocence is sad yet amusing. Oracle has no reason to negotiate anything with you.
What power would you possibly have?
From what I have heard, they don't negotiate coming in the door either. A hiring offer is a "take it or leave it" kind of deal.
The only way to negotiate is to file a lawsuit. They don't negotiate out the door.
