If laid off, when can I cash out my 401k? Do I have to wait until 60 day notice period is over?

That account is yours, so you can just keep it as is ...there is no rush to do anything if you lose your job. That Schwab account will remain yours, and you could keep it like that forever, roll it into your next employers, or roll it into your own IRA? Contributions will stop from Humana but that's all.
You can roll it over to another 401K. Charles Schwab has a similar one that is age based which is what I have. Consider this untouchable money unless it is a very true emergency. You are stealing from your quality of life and ability to retire. There is a lot of aid you can apply for without counting this, at least in my state. Don't forget unemployment benefits and whatever severance package they offer this time.
Yes you can't cash it out until you are separated from the company. Don't do it though. You will lose out on so much money! You could take out a loan on your 401k now but it will be considered a withdrawal if let go

Some people don't have a choice
Whatever you do DON'T cash out your 401k! You will lose 50% due to penalties and taxes! Unless you have a ROTH, the taxes will be very high! That should only be a last resort! You might be able to roll it over to an IRA account. Do that but dont cash it out. You will lose hundreds of thousands in potential earnings over the years you have left till retirement!!!!!!
