Oracle has applied for 5K visas/green cards in the last 3 years while laying off thousands in the US

You don't need to treat your employees well or pay them much if you can always just replace them with new H1Bs. Simple economics: if we offered enough pay, we would be able to hire local talent without any problems, regardless of how bad our reputation is in the industry. I know a few "never Oracle" people who now work in our Seattle office because Oracle made them offers they just could not refuse. There is no labor shortage, just a lack of willingness to pay market rates needed to hire locals.

That's because no one else would work for them . We got 2 new engineers last year . Both on h1b . They are good but it's hard to find other good engineers in Silicon Valley . They would rather work elsewhere
