Hal has all the pieces to set itself apart from the competition
like it was at one time many years ago but so far has refused to do it.
They are one of the few that can build their own equipment but for some PSLs, the design engineers have no visibility to how equipment is used and are designed at the unit or sub unit level without regard for the whole system.
Fixing this would be a step change for Hal but would require breaking down barriers between multiple departments and management teams. Everyone is supposed to be on the same team like the patches on the coveralls indicate.
