Few reasons why Amazon tends to prefer H1B over US staff.

They can pay less

An H1B can be required to work long hours and shifts that Americans would give them grief about

It may be a selling point to their cloud customers to have employees with much higher level degrees (than they would actually ever need). Degrees are far more common for H1B staff although there is significant evidence many of these degrees are paper only.

H1B staff are far more captive than US natives. We can easily float around to other companies, if they aren't also favoring h1bs. H1B staff, because of the sponsorship requirement, are stuck.
