Aside from this outright fraud, what this H1B system --of truly cheap labor-- is doing, is depleting resources from American Universities (used as a stepping stone), and reducing incentives for governments and companies to alleviate the burden of expensive education, put squarely on the shoulder of Americans. The myth of unqualified Americans would disappear overnight, if universities have to compete for native applicants. Stipends would also improve dramatically. Instead of two foreign graduate students, how about enrolling one smart American, for a change? What is the definition of patriotism, if it is not to serve (educate and hire) our countrymen first? If in doubt, just check how many young Americans compete, and study very hard, to get into the medical field, which has managed --so far-- to keep a decent level of pay and quality.
