Trust will never happen when there is a "focal distribution" where X percent of the population must be given a marginal or failing grade.
Intel could have become Google or Amazon long before those companies existed.
Intel spent years studying teams before google existed. Unfortunately Intel managers never used any of the learnings. Hence the reason google could buy intel for pocket change.
