Poor question OP.
Welll its definitely going through the symptoms of a failing company, why? that's a complicated answer, many reasons, the first one on top of my mind is that we're def doing something wrong to be fined left and right like that, rest of the reasons can build on the that.
More like, failed! 30 years of living by the sword has its consequences. Everyone is coming back for retribution.
