I am graduating in May. Will the hiring freeze resolve by May or all the outstanding offers will be cancelled due to layoffs?

DON'T JOIN THE Q! RUN!
The comment about not hiring after six months is factually not correct. You can reskill your workforce. I’ve hired people the same week I’ve given RIF packages.

If you are coming out of college now there is absolutely NO reason to join Q with a EE/CS degree from a decent university in this job market. Q is an has been company. Please try to get into one of the FANNGs instead where your skills are more marketable in this day and age.
This comes from someone who was at Q for over 10 years and it was the place to be when he came out of college. The world has changed and Q didn't adapt.
If you join Q, if they take you, then you will endure this type of environment of lay-offs after lay-offs till they can figure out a solvent strategy and execute on it.
Yes, you will work a lot harder at those other places. Yes, they get rid of bottom % every year. No, you won't get your own office with a door. But you will get skills and you are marketable.

Always have a backup...
Even if you pursue a Qcom position, you should always have that motto for the future. Things change quickly in a business environment so never bank on a single option. That said, if you were verbally given an offer it means your manager thought highly of you as an intern. Maintain a good relationship with that manager, keep in touch, and use them as a reference. The engineering community in San Diego is small, you never know when you'll run into them again.

Totally take them up on your verbal offer from months ago. I'd move and get an appartment in mira Mesa first.
Hiring freeze will be in place for at least all of 2018. There will be additional lay offs after NXP is onboarded.
Keep Qualcomm as the last option

As far as I know, they have to stop hiring for 6 months after major layoffs.
