It's not the FCC that you complain to it's the BPU board of public utility, they hand out fines for no phone for more than 2 days.

Storms are a given from spring to summer and in winter. The weather is getting worse than times before. But when you care only about making money, your eyes become blind by the reality of life.

That's part of standby. Wait till the summer holidays, intoxicated folks crash into poles. More t-storms, hurricane season, etc..

Standby helps keep customers on.
