Is this true GE Locomotive plant in Texas is failing and wabtec wants nothing to do with it.

HE transp. Is posting one of its highest profits this year. Not sure why you say it's failing. Already have customer commits into 2020.
GE and WabTech know you get what you pay for. There is a reason GE Transportation has not been as successful when moving work to Texas non-union labor.
