"strategically engineered data" ha ha ha, not heard it called that before.
I have seen unwelcome data discarded, "oh, its an anomaly" or "something wrong with that test, seen it give bad data before, move on". But zero effort to fix the test that apparently gives 'bad data' !! What kind of science or engineering is that ? Disreputable. Dishonest.

I think there had been shady stuff before; it just grew out of hand on 810 and Q got caught red handed. I notice odd stuff weekly but no dir level person wants it pointed out. "lets take it off line" is code for "shut up, dont want you to talk about it again"
