He did the same thing at Ericcson. He's a finance guy, not network. He couldn't get 5G launched for them so that's not why VZ brought him in. He's there to make cuts and help the bottom line. That's it... As simple as that.

He's here to launch 5G, the build out of which will be incredibly expensive, so the company want tens of thousands of employees off the books ASAP so they can use the cost savings to win the race to build out 5G before the competition does and be the dominant player. He basically said as much in his email.
