WARN act info isn't entirely true, the size of the layoff matters . Most of the layoffs wont include over 30% of the site's workforce or over 300 employees at one site. Almost 5 years ago I was a part of a layoff at the American deR kross and was only given a 28 day notice. That layoff included 16 employees out of 300 or so. I was informed by HR that they were only required to give me a 2 week notice, as part of company policy.

Isn't being let go\downsized different from being laid off? They are saying you will be coming back, jst showing yo the door.
