Probably. There is always a reorg going on or being planned (Kings and Queens to synchronize their empire planning) especially with the Tech and NDE merger you can bet there is one coming. Would be a convenient excuse to hide the lack of deliverables. The place crawling with California based consultants is probably a good indicator as well given it is a good reason to re-reorganize the previous RIF (based on advise of the same consultant joint)
