It's more than just what you see inside your bubble. It's not just people who are lazy and dont feel like coming in or want to spend time with their dog or whatever. Two examples of people I know:
Employee who for years has worked from home on Sundays to take care of tasks that need to be done to prepare for standard processes on Monday and the rest of the week. Now is forced to come in to do the same thing. Literally no other employee is in the office during that time.
Another employee was based at home starting very early in the morning ET because they service customers in EMEA. Collaborates with people in EMEA offices. Now forced to come in to collaborate with... no one?
The real issue is that a sweeping declaration was made without any consideration to what logically makes sense.
To a lesser extent, regardless of your feelings about it, it was a benefit. Who wants to work for a company that REMOVES benefits, whatever they might be?
