Think about it, it works out perfectly for them. They cut the salaried permanent employees, and they know people will have a hard time finding a job, so when they need their services they are gonna offer to hire them temporarily as contractors and cut them again when they dodćt need them anymore. They get the same work for a lot less money.

In my interpretation, this does not suggest that a previous employee is forbidden to be hired in the future by the company. “Intend” is the key word.
The company is telling you that there are no promises or aspirations for rehiring you, this is not a temporary separation, and anything you may have heard stating otherwise is false. There will be no special treatment for you if you decide to apply again, but if GM wants you, I am sure they will still hire you.
It’s just typical legal jargon to protect them from employees who may have gotten a different idea somehow.

It's almost like they're saying "We don't want to see your face around here ever again!".
If GM needs you they will rehire you. That is business. You didn't do anything wrong. Or if you where wacked because you didn't do anything but sit and eat candy all day. That is different. Then you are on the black list.

Further, I acknowledge that GM does not intend to permit me to be placed in a work assignment on GM property as a contract worker or as an employee of a supplier to GM." So you can work contract off site but not on any GM property.
So, you can't come back as contract? That is hard to believe.
Read you package as 2 lawyers and a judge informed me it’s not what is verbally said by HR but what is written in the package which is the contract.
I was a contract designer laid off by GM in November. Above a few, a post mentions no “bennies for jobbies”in which isn’t correct. I received an hourly rate of $XX/hr. Then paid an extra rate of $X/hr for every hour worked to cover holidays, vacation & many manditory unpaid GM days off.
Scripted talk from HR said laid off employees could apply in 60 days, didn't it?
Read the severance package it states very clearly that you can not and will not be rehired by GM nor can you be placed on any GM site by a contract house.
Low contracting rates, and no benefits.
You'll have to pay for your own medical, vacation, life insurance, etc. Out of a much lower paycheck.
