Odds of a voluntary separation? Sim to none, and Slim has just left the building. Move on and start building solid revenue in a job you'll enjoy. Life is too short to be miserable hoping that someone will pay you to leave.

meh. you don't need talent or expertise to work at Dell. Only 3 basic requirements:

  1. know somebody,

  2. articulate and can talk your way out (better if you know somebody),

  3. hired into nothing less than a consultant/manager role under the stronger somebody (better if you know that somebody and have good more personal than professional relationship with him/her)

Makes perfect sense. Idle around and complain and be miserable instead of moving on. I can tell you have evaluated your self worth as you believe you would also get hit by a layoff. Big thumbs up for you.

I sure wish I could get a VSP as I would take it in a SECOND! I am sick of idling at this place, but I am trying to hold out for a layoff.

Odds are against this. Dell has done this in the past and lost some of their best talent. People that know they can move on to other, more relevant tech companies, are the first to leave with a nice separation package and then go to work for a Dell Competitor. THe people that are just idling along and contributing very little will not step up and take a VSP.
