As a department head who has lost numerous people through retirement or leaving for other companies . . . I was informed when several of my recommendations for contract workers were denied stating that the new HR policy does not allow the rehiring of anyone who has worked for Xerox in the past. The rest of my local management team have also been surprised by this. We haven’t been able to get a direct response from HR or a link to the HR policy.

It is cultural. Many managers/VPs treat you like your dead if you leave on your own. If you were laid off, there must be something wrong with you. Three different times, when trying to get an ex employee back, I could not even get it by my next higher manager. They did want to fight for them. There are couple exceptions, and they had a political connection.

I’ve had direct experience with this. HR policy changed from 18 to 6 months. But if your rehire is scrutinized by certain big wigs, they will question why you would rehire a RIF. If you’re smart about it you can get away with it but there’s no policy that says you can’t rehire a RIF, VRIF, or retiree. Not yet anyway...

I can't find an article that isn't behind a paywall but I think it has something to do with a 19 year old lawsuit by several employees that left and were re-hired regarding pension calculations for the time they were gone. It is a big back and forth. I thought the pensioners won but now I am seeing reference to some circuit court siding with the corporation this January. I've been told it's related to trying to avoid this from happening again but it is hearsay. I don't know for sure but it makes sense. I think once someone has been gone for 18 months, they might be able to rehired as a contract worker through an agency, they just can't work directly for the company again.

Can someone please confirm the HR policy? I was hoping to leverage my Xerox knowledge into a contract position once my 6 month separation period is over.
Only heard of this for people that left voluntarily (such as VRIF). For example, in last April's VRIF, you could not be hired back for 6 months after salary continuance was done.
If the contractors where rebadged to HCL, there could be a clause there as well. I know in the past Xerox used to blacklist people that quit on their own and unless someone high up pulled for them, they could not come back. Or have an 18 month wait between when they quit and when they could come back.
Usually that applies to people who were let go. I wouldn't expect that to apply to people who left voluntarily.
