It is workgroup. I work at the membership desk and was told by 2 managers that my seniority was only hood at desk and door. If it was total club everyone would be jumping all over the place and taking someone’s job they had less seniority then them. I would imagine some GMs are trying to figure out a way for their pets to be total club. But it is not.

The company means it to be time with the company. Managers who are either stupid or nefarious or both say it is time in position.
