Can we expect more of the chaos now, or can we feel just a little more relaxed until the second part of the year? When could that ultimate wave happen, in which they reach the desired headcount , stipulated by the 2020 plan. Does anyone have any info, or opinions regarding this matter?

Now it’s your time to be part of history. I hope I’m wrong. I’ve got my grip out of the shop and am ready when my turn to be cut comes.
How about trying something like trying to get more business. I’ve heard that when businesses get more customers they make more money. Let’s think outside the box and instead of cutting jobs let’s take business from our rivals and start “Building America” .
In our union meeting back in february or april, we were told to expect layoffs every quarter at least through the end of the year.
You can get a rough idea based on the time lapse between the previous two major phases of layoffs.
Layoffs were announced in October 2018, at that point, there were significant reductions to the workforce, which continued throughout the system at a reduced rate up to February 2019, when the next major reduction took place. That's about four months between large-scale reductions.
It has been about three months since since the February reductions, with reductions taking place at a reduced rate throughout the system since then in keeping with the previous pattern.
It is reasonable to assume that sometime within the next two months there will be another major reduction.
I don't sit in the boardroom, so all of this is guesswork, but UP leadership isn't particularly inventive, and they always take a predictable, formulaic approach to their business strategy, so this can serve as a rough guide while you hedge your bets.

the plan is to cut another 10% after everything settles down in transportation department. in all, 40% reduction, not 30%.
I see monster trains now and he is pushing for 1 man crews. Transportation will be the next big hits
When the workforce reduction was rolled-out, there was a hard number for the percentage of the workforce that was to be reduced. If that number has not been reached, assume that your job is in danger.
There are several economic factors that may accelerate the the reduction (higher operating costs due to tariffs, reduced cross-border traffic due to ongoing trade negotiations, automation, etc.). Until you see some of those things resolved, assume that your job is in danger.
