I would expect the majority of Content, Technology, Service, and Delivery functions to be outsourced.

Yes it is all being outsourced. Managers are aware and are getting bonused on not saying anything
Why was that id--t made the COO? He might be one of the dumbest people in the company. Probably doesn’t even understand how we even make money, aside from what he knows from his NetProspex days. The PE guys aren’t that bright after all if they gave him that role.
