Has anyone seen or know where to find the actual policy about block scheduling?

How can there be a policy as usual they have no clue what they are doing.After we all have our one on one they change it again. I have never seen our Company in worse shape. I hope who ever came up with block scheduling is so proud of themselves. Where is John Furner does he not see what is going on.
