Is the mandatory EEI ilegal?

I'm leaving this company in two weeks anyway, but I wonder if it's ilegal to demand OT. I can't find anything.

Not sure if anyone watched the CTO Q2 Town Hall with the VP of engineering but at the 14th min mark it's worth listening to. The BP clearly states that EEI has been misused by managers and IF your manager is asking you to work the extra hours to immediately contact your tier 3 manager or HR. I'm keeping a copy of the transcript handy for my mid year review. I work overtime as needed to get the job done, I refused to play their stupid metric game.

I think the loophole is that they just adjust costs in the next fiscal year of the contract. That's what happened when the rare supplier cost reductions occurred.

@Zn3nvZU-1mhk, ask for the money back plus penalties as it would have violated the best and final offer of the contract.

In general in the US it is legal. Certain states and countries have different laws.

What may NOT be legal is charging the government for those four hours of unpaid time on a systemic basis. Ie honeywell is lowering their cost basis by ten percent on government contracts and they are doing it systematically. If I was a government auditor I would ask for that ten percent back.
