I didn't know anyone made $1500 per course. I make substantially more than that, and it has always been easy money. There are lots of EUO faculty with suspect degrees who might not be able to find other teaching jobs, and there are some with respectable credentials, and everyone has different reasons for teaching here. But, the good ones (and there are good ones) are leaving as the culture gets more and more polluted.
