Even more than the grade fraud...how about posting fake attendance? Students don't show for class and the instructor/program chair/D.O.E. mark them present...sounds like fraud...but hey, what do they have to lose? If they don't make their retention numbers they get fired and if they get caught cheating they get fired...lose/lose situation!
