No, you are wrong, and you clearly know very little about education. Open-book tests are not as easy as you seem to think, provided they are constructed by a professional who has the education and experience necesasry to do so. Some of the toughest exams I took in college and graduate school were open-book.
Moreover, students who made it through my courses have a much higher graduation rate than the CCi average. I did fail lots of those unqualified students that the inept sales staff recruited.
