You are right. I have witnessed ECs asking faculty members to pass a failing student. As time went on, we only put students in GEN classes with faculty members who had a high passage rate. That way, the EC gets credit and financial aid received the government funds. This happened in Columbus, Georgia. Told DAA; nothing happened.
