Actually upper management is acting according to their plan. Their plan, as I see it, is to cut the top, replace them, cut the next level, replace/promote, then give these new mgrs. time to re-evaluate and cherry pick who they want to be surrounded by (capable or not), and if anyone voluntarily leaves in the process due to anger or frustration, then so be it, mgmt. would rather have them gone anyway. Saves a few cuts, fewer "bad apples". Frustrating and very stressful for the rank and file, to be sure, but this is apparently what upper mgmt./BOD wants to do. The big cut is still coming and believe it or not they do want to get it right. It makes sense from a mgmt stand point long term, but short term its a very poor way to accomplish what they want and it also is painful for those hanging on.
