UoP is not so stupid as to close all of its ground campuses because there is still money to be made in certain markets at the ground level. In addition, as stated before, in some states it is the law that colleges or universities maintain a physical presence in the state in order to recruit students. Some states enforce this law to protect their citizens, while others enforce this law because it generates revenue for the state. However, it would be true that UoP execs would look to funnel more work to the online division thus reducing staffing at certain local campuses and allowing more siphoning of money from the school into the hands of greedy execs and managers. Logically, (and we all know that UoP execs do not use logic when making decisions), it would be wiser to move in the opposite direction in keeping local campuses open because in business once you lose territory it is harder to get it back since your competitors will move in to fill the void left by your retreat.
