Has anyone heard of L-3 rejecting a voluntary request?

if you do anything billable, you are safe...except for operations and the overpriced prison food cook staff and the janitorial crew, they are so special and deserve a hello and the cordial spanish greeting because they have no skill whatsoever - yet do that job to help enrich our lives, but empty your trash for a living
I have heard of an engineer getting rejected. He fell into one of the ineligible categories.

Yes. It's up to your manager and HR; if they don't want you to leave they won't offer a VSO. Say, you work really hard and make little money, they would want you. If you get paid a lot for what little you do then the opposite. A good way to get on the VSO list is to start taking 45 minute to 1 hour "team meetings" with just yourself int he cafeteria... take 30 minute bathroom breaks (watch tv or play Flappy Bird on your phone, on the toilet). Follow your manager to the bathroom and casually request a raise while he's taking a piss... try befriending your bosses's teenage daughter on Facebook or w/e, that's almost a guaranteed ticket to ride out the door in April. LOL, be creative!
